The Arrangement for the Interviewer side
In the case of job application, I perceive the ideal form of the interviewer side to comprise both HR and the immediate supervisor of the vacancy. Both could have an interest in promoting the organisation’s well-being by attending to the shortfall in the workforce, but inherently a conflict of interest tears them apart. By putting them together in the same interview, it is more likely a balance of interest can be reached in the selection process.
Left alone to HR, they would employ the best talent that fits into the company, but may not work well with the supervisor. Left alone to the supervisor, he may opt for the second or third best that fits into HIM – one that is no brighter than him and thus less threatening to him – at the expense of the organisation.

i think you have a good point…sometimes interviewer is intimidated by the applicant…that results to the applicant not being hired even if he/she is qualified.

Lola, if I were the interviewer, I wouldn’t judge a candidate by what he currently has, but by his potential. I believe this is the approach of other interviewers too.

xiaoluo, i’m not too sure about what you wrote here. it looks like an unfair sweeping statement to me.
only undeserving employers would fear their subordinates being brighter than the employers themselves. and that draws the line between a good company and a great company.
a truely capable and wise employer would hire the RIGHT and BEST person for the job. the gap between the capability of him/herself and of the interviewee should have no relevance to the employment decision.
borrowing the words from Good to Great by Jim Colins, the former would adopt the model of “a genius with a thousand helpers” and the latter chooses the model of “a Level 5 Leader+management team”. Google “Level 5 Leader” for more details.
my point is if you have been feeling unfairly treated by the employers, those are probably unworthy ones. job hunting is painful and frustrating most of the time. lest you are desperate for money to feed yourself, you’d not be interested in becoming one of the many helpers of a “genius”, would you?
you are an unpolised diamond. hang in there and keep a lookout for a Level 5 Leader! sooner or later, great opportunities will be coming your way.

Will HR by itself hire the best? I beg to differ. I’ve seen HR functioning by merely screening the first page of CVs - before they go unfiled into the wastebasket.
I believe this is how it’s supposed to work, for the best - IBM’s filtering goes through first a reputable agency, then the supervisor him/herself and finally HR makes the offer.

heh… gotta admit that i jumped into conclusion too soon, presuming that your recent frustrating experience with the interviews inspired this blog entry. you have a good point here. the participation of both HR and direct supervisor in an interview would ensure a balance of interests of both the company and the supervisor.
though my personal preference is to have a supervisor who has both the HR and his own interest at heart during an interview. else, i don’t foresee how value-adding that future experience can be working under the same supervisor.
certainly the real world often does not work in the way we like. your idea definitely helps eliminate individual biases in the general hiring process.

the real thing is how you perceived the situation, most of us try to confine ourselves by being idealistic, but you have to learn and set yourself in the REALITY that there will or may have always biases based on their individual interests in the hiring process. Just be emotionaly and mentally prepared and expect nothing.

Nice thought, however HR practitioners should be reminded that their role is merely facilitator in te organization. It is the role of departmental managers first and foremost to decide who to hire for the company, because the person eventually will work for him or her.
That is why, HR practitioners are encouraged to observed competency based interviewing and selection than merely observation and interpretation of the candidates actions/gestures during interviews. The difficulty of the cadidate to pronounce “p” and “f” has nothing to do about determining the persons ability to deliver results, lets say if the person is applying for an accounting position - this one will matter if the person is applying for the a customer representative post. Thus it is advised that, HR should focused more on the competencies or the ability of the person to do the task (accounting backgrpound) than the personality of the person. And HR can only give opinions about the candidate when asked by departmental managers of his opinion.

That is the impartiality the HR person brings to the interviewing table. They assess the individual’s general fit into the organization, be it personality fit, or competency fit.
The departmental manager will likely be looking into technical competencies, or how well they get along, but moving this candidate forward in the organization requires more than just short-term thinking.
The HR manager can help the departmental officer look beyond “hiring for the headcount” and deploy the candidate strategically through his career progression in the firm.

hey!!! i think you really do know the HR process in hiring an applicant… They are biases creep of people trying to be nice but they aren’t… they think their good to choose the beset just to observe the persons gestures and character… I think they also must focus on the capability of the person if he/she has what their looking for. Its not about you like her/him its more on the abilities…thats all!!!

The presence of HR during interview(panel) is to asses the personality of the applicant and the Dept Head for the skills but in reality politics or nepotism is the one who often prevails. Trust Me!

good point, but not totally agree. in an interview i think it’s not always how the way to make the boss impress with our experiences but how the way to make him/her comfort with us. still many factor pal.. sometimes the boss doesn’t need a smart person but the people who can work together with them. they can feel it sometimes, that’s why most of hr must have physycology basic. about skills it can build later. well it’s just my opinion anyway.. keep on spirit pal

In big companies what uv said is entirely the opposite. If ur really good u hav to impress the interviewee and building the skills at a later time is a big no no to them. They can not sacrifice much time for u to develop ur skills because their main concern will be ur productivity that will help them to their immediate needs.

being good academically is one thing, being an intellect in your field is another, but EQ and PR skills is not something thought in school. We look for people who can really ‘click’ with our business partners, without being a showoff, and creating any bad impression…. and not a walking dictionary who boasts about how better you are at your job than your manager that you will be doomed because of your manager’s selfish thinking. Having confidence in yourself is good, over confidence by 0.01% is already a failure in brewing.

Of course it’s better to have an interview with both HR and immediate supervisor. But the final decision sometimes made not by always looking to the quality/competency of the interviewee, but the remuneration requested by the interviewee. Cruel? Well it does exist…believe me. Some companies want a competent employee with a the lowest remuneration they can give. At the end it caused a high turnover of employment in that company and many other things also being affected. So, in my opinion, what you wrote is true, but in reality, decision is being made based on what is the important factor to the company…is it the remuneration or the competency of its person???

What can you say about an HR interviewing someone and failed her just because of one reason, which the HR told the employer…. “When I am talking to her I saw that she sit with her legs crossed!” Duh!!! This comment is for Steve’s “a truely capable and wise employer would hire the RIGHT and BEST person for the job” and I tend to disagree. I would like to be a truely capable and wise employer but I would not hire the BEST person, only the RIGHT one. In my experience, my boss hired a person that he often refer to as the BEST of that season. But problem arose when the BEST word came in and the kid just shut down. The reason, he knows he is the BEST. With all the evidence of his scholastic standing and performance in the working area, truly he is, however, it seems that BEST people do not seek help on the area from which he knew he is best. Thus, when he think that he has given everything and no good results, he hits rock bottom very hard. Normally, the RIGHT one would seek conversations regarding his problem because he knew that the BEST solution is out there. The BEST one does not because he believes it is in him.
Thus, if I were to hire someone without the HR beside me, I will be more comfortable in hiring the second or third best. It will leave me a margin of communication, growth and better relationship with my colleagues.
As per your discussion, I would like my colleagues to be sorted and filtered by the HR first, not together. In my opinion, social, emotional and other aspects of a person should be of RIGHT balance before they undergo technical work. As a group leader in an engineering firm, I only have the HR to check this for me and the rest are, I can say, mechanical. Give Caesar what is for Caesar and give the supervisor what should be his.

i agree with what you said about hiring the BEST people for the job.
though i have to make a little protest here…
i didn’t quite define what i meant by BEST in my previous comment. so please do not make your interpretation of BEST mine. your definition of BEST seems to be confined to technical knowledge, but not mine.
my definition of BEST includes the following:
1. growth potential
2. technical knowledge
3. communication skills
4. honesty
no one can be perfect in every aspect mentioned above. when i say BEST, it means the candidate that scores the highest considering the abovementioned four criteria.
when i used RIGHT and BEST as the main criteria to hire, i was considering the situation where you have more than one RIGHT candidate but you are only hiring one.
an egotistical employer would hire second or third BEST for the reason discussed in Yizheng’s original posting.
a deserving employer would only hire the BEST, and BEST as in the one as defined by me.

Let me Give my views on this issue: I just want to comment to the one who commented that HR are only a “PUPPET TO THE ORGANIZATION.” First and foremost you should know what is the job description of HR Team.HR Team composes several designations however most of us our mere impression when we talk about HR is only all about hiring & firing. BOth hiring & firing requires an interview. But let me explain to you ladies and gentlemen that HR doesnt only carry the interview process and the screening of applicants credentials but they are the one who will recommend to the immediate supervisor or to the Top Management what is likely in need of the Company. HR are the ones suggesting to the Top Management or line managers that they are already in need of manpower based on the problems raised by the LIne Managers. Line Managers can only raise the problem but HR are the ones who will study if the requirement of the said Department or Division is that vital for further improvement and development of the business otherwise HR will not agree of increasing the overhead if they sees that existing manpwers are not properly utilized and no production is maximized. HR should know the job descriptions of the respective post in the organization and they should also know the entire operation. HR should also be part of the Interview process because their recommendation is also essential if the requirement is really that essential to benefit the Company and not only for HR interest. When you say HR its a wide variety of jobs involved and that includes, Hiring, Job Appointment, Salary & Benefit Structures, Controlling of Overtime, Employer & Employees Conflicts,Handling of Employees grievances,Employment Contract, Computation of Payroll as per the time cards, MOnitoring of Employees Absences, Annual Leaves, TYpe of leaves (Sick/Maternal/Paternal), Employees Insurances, Employees COmplaints and Handling Man-hour count and Maintaining & Updating of Employees or COmpany Manual. So you cannot say alone that HR is only useful for Interview process. They are the most important in that process so their presence is really highly recommended. To avoid biases, Company should not employ or hire applicants family relations. And during the inteview process the following Company officers should be present, Immidiate Supervisor, Department Manager/Division Manager, HR Manager & the Operations Manager (if there is). then to be recommended to the highest rank of the Company for final appointment.There must be a criteria of hiring so that guidelines are being set.

What you have in your Resume’ is Not all the time what you have in yourself. If you doubt that your are not qualified because of poor academic records then look for someone to help you In. (I’m refering to a backer). Hehehehe! Its really interesting to read what many of you guys wrote. I can’t help but agree with many of you. Many companies have grown over the years because of talented people running the organization. Now as that talent begins to leave or as they turn over their responsibilities to other people they fail to see that they do not have the systems in place to hire the right people for the right job.
Remember that a company is only as good as the people running it. So it is critical that we have the right people in the company. By right I mean someone who fits the needs of the position from skills, to motivation, to experience and what knowledge you should have for the position.
Not all companies recognize this and rely on just the resume or CV, test and interview (which is often gut feel). Companies that have begun to recognize the value of the people and their contribution to the companies overall success have invested greatly on their HR systems.
You still have the hordes of companies that go through tests and interviews and in the ned you have no clear idea of why you were accepted or not. Some even feel bad about it! I remember a company I applied for before that lost my resume but wouldn’t admit it. How do I know? Well I was interviewed by one of the higher ups and said they would give me a call soon and I should start getting ready to start with them. When I called back after weeks of waiting they didnt even know who I was?!? Later I was told that they were waiting for me to report in and wondered why I never did? Can you believe that?!?!
Then there are those companies that I’ve applied for that have taken the time to test what I know through simulations, spend time talking with me to find out what I’ve really done, checked to see how I would fit in the organization and matched my own goals and aspirations with that of the company. And despite the fact that it was a long and draining process I still felt good afterwards thinking that this was a good company to work for.
As interviewees all we see is the interview and the tests. But that already tells us alot about the organization. If you are not happy and confident with the process they chances are you wont be happy and confident with the company. But then that’s just my view! =P

I am a Recruitment Consultant.
I find that these days, HR Department is very very particular and fussy when they do hire. Sometime i feel that they don even dare to take a bit of risk. No risk no gain. A candidate Character is more important than his/her experience, Many HR often overlook this. Is it not easy to pass interview these days. Connection and luck is important.

Steve, I know it is way to state the obvious, but i need a clarification of your definition of the BEST in connection to Jack’s idea of the RIGHT. Having stated four points, that is:
1. growth potential
2. technical knowledge
3. communication skills
4. honesty
1.If a person scores “low” in one of the four stated stipulative definitions, then he would not be the RIGHT person in the job even though by virtue of deduction he is still the BEST?
2. Secondly, if the person scores high in all four stipulative definitions which is tantamount to the BEST, would you consider the person then the RIGHT person in the job? Or, does that mean that when you say BEST person in the job it is necessarily the RIGHT person in the job, but not otherwise? Or When you say BEST person in the job (having highly satisfied or having a high or very high scores in all of the four stipulative definitions), is it also equivalent to the RIGHT person in the job?
3.If it is best then it is right.
Not right.
Therefore not best. - I specualte that you accept this argument but deny the following:

I thought I was alone with this idea. I was disappointed by this process of hiring employees by HR alone.
I am having trouble of landing a good job in the engineering companies everytime I apply for them. I was sigled out by the idea from the HR that I am not competitive enough for the job position just because I am not good in ‘Question and Answer’ portion and that I am not that good in speaking.
Oftentimes that HR interviewers has no knowledge or no Idea of the engineering (may be because they are not a graduate of engineering or no actual experience of the job of simply because they are graduate of Behavioral Sciences and/or Psychology). They are not trained to or no idea what to ask their applicants regarding the positions or the actual job specifications their applicant are applying to.
It would be better if a recommendation from the immediate supervisor after a thorough interview and tests with the applicant will do the job and help HR in the
hiring process.

Hmmm…TRUE…I’m interviewing applicants from our company here in Cebu and Chad here actually makes sense! I have one collegue here wherein she’s one of the interviewer as well just like me, and she’s one way or another like the person being on the spot here! If she feels like there’s an applicant in the company who’s far more greater than she is, she will automatically judge that person telling him/her that this person would definitely have an attitude problem once hired! How bad is that? She’s really worst from my stand point and it’s really unfair for those applicants that we have because this collegue of mine is giving them black eye just because they have more achievements compared to the interviewer. BAD!

can i suggest something?…i think it’s better if the HR would also include the question and answer portion,,ahmm.. written interview…analyze..then after that, the supervisor will make a personal interview then to the HR.. tapos mag-usap kayo ng masinsinan.. ok?

theres really a conflict of interest, just imagine a superior hiring the one who may replace him if that individual excceds the company’s expectation. HR will definitely want to screen a well deserve and qualified applicant but its different thing fot the supervisors or managers. Majority of the are insecure with sum1 they feel may actually gain on their knowledge and replace them.

I dis-agree by the author way of connecting two different variable,,HR function is to process the hiring by specified,valid,tested and accepatable set of standard of the company. It’s a set of rules and guidelines provided to get the best possible candidate there is, a supervisor role is to get what he feels will qualify and can do the job disregarding specified set of standard by the HR it somehow a personal decision,and it doesn’t matter if he arrive at a wrong or right selection its a matter of selecting the best course of action among the less…Life could never be fair,, and who told you that its fair? then blame whoever she or he maybe, so you will not have this kind of antithetic thinking..

It is better to have balance in every situation, so for me its better to that the HR and the supervisor will make an interview to the applicant. In any case, either the supervsor is after to the smart applicant or not, the company will get what it want, an employee that is worthy of company’s pay check or that can contribute to the company’s success.

As a HR Professional for sometime, and as i call my circle of friends who are into Recruitment and Hiring - the “new breed of HR Professionals”, we do the hiring the unconventional way. We are using competency-based selection program for our hiring processes. Professional who haven’t attended competency based as a tool in recuitment, tends to do hiring process by analyzing gestures, hand and eye movement. Which is a no, no, in hiring process. We are not even allowed to interpret behavioral examinations given unless we are psychometricians or psychologist.
I agree that some HR professionals have the tendency to abuse their position as HR’s and most of the time have this “know it all” attitude or projecting a “Mr/Ms. Right personality”.
For recruitment, the role of HR is to see to it that the company’s core competencies and core values are found in the candidate - the rest of the process is about technical competency - refers to the candidates professional experience (relevance, no. of years, duties and responsibilities).
One best way to predict whether the person can indeed perform, is to check his previous employ. However, bear ion mind that people change and at times get better.
Remember experience is always overstated, personality, attitude, and motivation are more important - qouted from my former Org. Bev. Professor, now President of a Pharmnaceutical company.

that ideal wld be ideal. den again, the immediate supervisor wld have his responsibilities and most of his time wld be taken up by it. He wld nt hve the time to join in every single interview. imagine the nightmare of screening 50 odd potentials before choosing one. there will be too much a backlog of work for the supervisor…

Sometimes the interviewer did not give any chances for us an applicant to get hired, and who knows we will excel on this area and be more successful than them. That’s why we as an applicant applied for it because we know we have the potential and qualities that they desire. I give some comments with the interviewer, most of the time they asked too many personal questions which were not really related to work that we had applied for, and sometimes questions might be quite insulting and intimidating which in fact they know how life has been going on today in our country or they just don’t mind it and maybe they can’t sympathasize at all with our fellow filipinos which they know that the applicant has really have a potential. I think, the interviewer too has the cause to make most of the people here in our country doesn’t have any work and push to a level of “stambay” or unemployed. I believe all of us pinoys are very hardworking and we get learn easily that’s why other countries loves us to be employed to them and as what I am saying, why is it here took us a hard time to be employed and had undergo so many process, and with the time and effort we had showed in the end was wasted. Then we have to wait after 3 months to apply again as their policy. That shows only what the our country seems to be right now. Hey! its us who makes the policy and decision. That decision makes most people here cant able to have a job though I believe most of us have really the potential to do so. That is why the people in our country slow in progress compared if we work abroad.

Don’t get rude. We are only humans. Humans can commit mistakes but can learn from it. All of us has its needs, we can’t able to get it when all us have this crab mentality. Be fair enough. Be happy. Don’t think you’re too high to yourself cause all of us are the same. Get hired as many as the company wants or help them to improve or refer him/her to someone else. Be positve. everyone has his/her good points either it is based on their personal experiences or on their intellectual view on the matter. Since we are humans who were given such a freedom to choose the coarse of our actions, so do theinterviewers..either it would be bias or righteously. my suggestion would be.. BE YOURSELF! I mean, do the best that you can be. Show off your best assets either it were your academic achievements, standing experiences, your good values and attitudes. Portray if you are, what both the HRs’ or the supervisors’ looking for the perspective employee. goodluck to all!!

I totally agree with you but I would suggest that the candidate’s future supervisor should interview them separately rather than interviewing together. In this way, the supervisor can judge whether he/she would be able to work with the candidate in the future and there would not be any biasness in the decision made.

Having HR and Hiring manager sit in on the interview? It’s not all as its hyped up to be.
In fact, if you as the applicant need the HR and Hiring manager to be in the same room to make an objective assessment, that’s a definite red flag for you.
Any Hiring manager worth his salt knows he does not need to be smarter than his subordinates, he just needs to know how to properly harness their skills.
